提 要：公元前264年至前146年，罗马与西部地中海区域的强国迦太基展开了一场旷日持久的争霸战争，史称“布匿战争”。战争期间，罗马在征服的“第一块海外土地”——西西里岛上开始建立行省统治制度，从而标志罗马统治制度发生了新变化。本文主要论述罗马在赢得第一次布匿战争胜利之后，尝试性地在西西里建立行省统治，使其成为罗马国家的第一个行省。这一行省的建制及其运作，为罗马在更大规模的扩张中普遍实施行省统治制度提供了一个实际典范，为罗马在整个地中海地区建立统治、维护霸权地位提供了一种长效机制。

Title: An Innovation of the Governing System for Roman State: the Establishment and Operation of the Roman System of Provincial Administration in Sicily

Abstract: Rome launched a great war with Carthage which was a first-rate military state in the western Mediterranean, known to history as Punic Wars (about 264BC-146BC). During the war, Rome established its provincial system after conquering Sicily- ‘the first piece of overseas land’ for Rome, therefore, this result marked a new change of Roman governing system. The article mainly discusses on Rome's attempt to set up the Roman System of Provincial Administration after the first Punic War and made Sicily its first province. The organization and operation of the Sicilian province serves as an actual model for Roman large-scale territorial expansion, and also provides a long-term mechanism for Roman rule and dominance of hegemony.
